Government Services

The UAE Government aims to reach all customer segments, anytime and anywhere, by providing proactive service initiatives and outstanding, seven-star government services that fulfill customers’ needs, exceed their expectations, and build the capacity of all government services employees in charge of service design and delivery, with world-class skills and experiences as an essential factor to achieve the goals of the UAE Centennial 2071. The UAE Government’s leading initiatives in government services, under the umbrella of the Government Experience Exchange Programme are represented in two main pillars which are the Capacity building program and Government Mobile Application Award that targets university students to provide creative solutions to improve government services via smartphone applications.

Government Excellence

The Government Excellence stream aims at transferring the UAE’s experience and best practices in the field of government excellence to other countries by spreading the culture of quality and excellence among government entities’ representatives and developing the excellence model that suites the partner country. Launching official Government Excellence Award and conducting the first cycle of the assessment among the country’s government entities further aims to enhance their performance.

Government Accelerators

The Government Accelerators is a United Arab Emirates Government initiative launched in October 2016. It serves as a platform for federal and local government entities to address challenges and achieve ambitious goals over short periods of time. It focuses on accelerating the delivery of strategic programs, the development of policies and regulations, and enhancing government services.

The Government Accelerators initiative aims to re-think how government works by introducing a unique model built on accelerated results, increased collaboration and innovation, by which it emphasizes integration between federal and local government entities, the private sector, academic institutions, and NGOs.

One of the main pillars of the Government Accelerators methodology is the unique governance model based on the formation of 3 teams (leadership, sponsors, and accelerator team) to ensure the empowerment of the accelerators team and avoid government bureaucracy in decision making.

Government Performance

The Government Performance and National Agenda stream aims to set government performance framework in a way that enables partner country government to enrich its performance management experience, review/develop and refine its national plan (agenda) set out to achieve its future vision, and ensure full and efficient alignment among various government entities and stakeholders.

The stream builds on existing initiatives and proposes ways for improving performance efficiently and effectively (wherever applicable). It further targets setting a developmental roadmap to translate the country’s vision into reality, leveraging a defined set of national priorities and goals, impactful national and strategic KPIs, as well as a defined performance management system.

Government Innovation

The Mohammed Bin Rashid Centre for Government Innovation (MBRCGI) was established to stimulate and enrich the culture of innovation within the government sector through the development of an integrated innovation framework. The goal is for innovation to become one of the key pillars of the UAE government in line with the vision of H.H. Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, which aims to develop government operations and enhance the UAE’s competitiveness, making the UAE one of the most innovative governments worldwide. The Mohammed Bin Rashid Centre for Government Innovation aims to make innovation an everyday practice by experimenting with new approaches, enabling people with the right capabilities, networks and resources, thereby enriching the culture of innovation.

Competitiveness and Statistics

The Government Competitiveness stream focuses on global competitiveness reports published by reputable international organizations or academia to cover several sectors such as general competitiveness, entrepreneurship, prosperity, innovation and technology.

It aims to share UAE’s experience in managing and monitoring global competitiveness reports. It also targets establishing strong ties with subject matter experts from different international organizations that publish competitiveness reports, to ensure streamlining the requirements and understanding the reports’ cycle. The Government Competitiveness stream also aims to share the UAE’s best practices in the field of global competitiveness.

Leadership and Capacity Building

The Capacity Building program aims at creating change agents within the government to engage with, lead, innovate and reinvigorate their nation’s success. The UAE government promotes exchanging experiences and sharing best practices applied within the government. This happens through developing people’s skills and raising their awareness on areas of interest, in line with the government’s needs and priorities. These programs could be delivered in different modes such as trainings, workshops, forums, panel discussions and online courses. Capacity Building programs are dynamic in nature and cater to the needs of governments and different target groups.

Government Human Resources

The government human resources work stream shares the development of human resources in the UAE government through the implementation of novel concepts and the adoption of international standards applied in the field of human resources management globally. The Government Human Resources aims at setting HR systems, policies and legislation to best manage the human capital in the government sector.  

Programming

In October 2017, His Highness Sheikh Mohammed bin Rashid Al Maktoum launched the One Million Arab Coders, an initiative in collaboration with Dubai Future Foundation. The aim of the initiative is to empower One Million Arab youth with the language of the future, prepare the next generation of technology experts and create new job opportunities in the region. The platform serves high-quality free online courses and certifications from world leading content providers:

Udacity and Microsoft. Since its launch, it has received 1 million enrollment applications. Building on the success of this initiative, the initiative has established successful partnerships with different governments as part of the the Government Experience Exchange Programme.

Startup and Entrepreneurship

AREA 2071 is an innovation ecosystem that brings together talents, government officials, private sector cadres and other great minds to collaborate in designing and testing innovative solutions. Area 2071 creates strategic collaborations, and provides growth opportunities for its members.
